Each price comes off one drink at one bar, read from that bar's own menu and happy hour listing and checked again when it changes. The $2 shot at Hill Country Barbecue Market is a line on a menu, not an average. Where a bar has prices, its page carries all of them.

Is happy hour cheaper than regular prices?

Usually, yes. This list ranks on the cheapest drink at each bar whether or not it is a deal, and each row says which menu its number came off. The cheapest happy hour price on the list is the $3 beer at Post No Bills in East Williamsburg, 7 to 9pm today. Each bar page keeps the two menus apart.
